1. This tutorial shows how to add global assigning rules to match roles within an account.

This function is available only to full-access administrators.

2. To start, click the arrow next to Settings to expand the dropdown.

3. Click Assigning Rules (global)

4. The match roles created for the account will appear in this column. Search and select the match role you want to add global assigning rules to.

The current number of global assigning rules for each role is displayed under the match role name.

5. For this example, we will add global assigning rules to the Assistant Referee.

Click Assistant Referee to select it.

6. Global assigning rules are automatically applied to all Competitions and Schedules across the entire account.

Assigning rules that are not global can still be added for each match role to specific Competition Schedules to accommodate specific needs.

7. Select global assigning rules carefully to ensure they should apply to all Competitions and Schedules for the match role selected.

To add a global assigning rule, click the plus sign.

8. The pop-up window shows the account and match role we'll be adding global assigning rules to.

Override permissions for each rule are also set here.

9. Override Admin is on by default, meaning full-access administrators can override violations of the rule.

Override Assignor means an assignor can override the rule.

Override Self Assign means an official can override the rule when self-assigning.

10. The list of global assigning rules available to an account within the dropdown is configured by the Ref Insight team during account set-up.

11. This tutorial will review common global assigning rules for U.S. Soccer-affiliated organizations as examples.

12. A common global rule is Already Assigned at this Time, which identifies overlaps in assignments for an official throughout the Ref Insight ecosystem -- both within the account and in any other Ref Insight accounts an official belongs to.

13. Choose whether Assignors can override violations of this rule using the toggle.

Drive time between assignments at different sites is taken into account for this rule.

14. For this example, we will allow assignors to override violations of this rule, so the toggle is moved to the right.

An audit trail is kept for each violation override within the Rule Violations report to assist with oversight.

15. Our global assigning rule and its settings are now displayed here.

16. Let's add more global rules. Click the plus sign.

17. Rules already selected will disappear from the dropdown list.

Let's add Already Assigned to this Match, which is another common global rule to prevent accidental repeat assignments to an official within the same match.

18. Click Already Assigned to this Match

19. For this example, we'll allow assignors to override violations of this rule.

20. Let's add another common global rule.

21. Blockouts are a common global assigning rule. This rule applies regardless of the availability method an official chooses to use (adding blockouts or declaring availability).

22. Assignors are commonly allowed to override this rule for occasions where they verbally confirm an official is available despite the existence of a blockout.

23. It is common to allow officials to override their own blockouts when self-assigning as a convenience. Turn on this toggle to allow officials to override their own blockouts when self-assigning.

24. Click Save when finished.

25. Now let's add global rules surrounding U.S. Soccer-specific eligibility and certification requirements. This information is captured through our integration with the U.S. Soccer Learning Center.

26. Contact support@refinsight.com for integrations with license and registration databases for other National Governing Bodies.

27. Click USSF Background Check to select it.

If an official's background check is completed outside the Learning Center, you can add it manually. This rule will accommodate either method -- Learning Center integration or manual entry.

28. Overrides for background check are usually reserved for Full-access administrators only, so we will stay consistent with this practice for our example.

29. Click Save

30. Let's add a few more U.S. Soccer-specific rules. Click the plus sign for each addition. For the remainder of this tutorial, we will skip showing this step.

31. USSF ID Required means this match role requires a USSF ID number within the official's profile. Overrides are generally reserved for full-access administrators only.

32. Click Save

33. Select USSF Referee License

34. USSF Referee License means this match role requires a current referee license at any level within the official's profile. Overrides are generally reserved for full-access administrators only.

35. If you require a specific level of USSF Referee License for certain competitions, create one or more pools using Certification Level as a filter.

36. Click Save

37. Repeat this step for USSF SafeSport.

38. For U.S. Soccer mentor and ref-coach match roles, add rules that look for these licenses instead of a Referee license.

39. Other assigning rules in this list can be added globally, but may be more appropriate for specific schedules.

Between Starts options mean the amount of time listed must occur between kickoff times of consecutive matches for an official.

40. These rules are useful if your organization requires a certain amount of rest time for an official between matches.

41. Enforce Minimum Age means minimum ages that are specified within Schedule settings will be enforced during the assignment process.

42. One Site Per Day (within Competition) is usually applied to tournaments, to avoid assigning officials to multiple sites within a single day.

43. PRO Talent ID Once Per Referee ensures observers do not observe a referee more than once during an event.

44. PRO Talent ID Same State Association is usually used for events where officials and observers come from multiple state associations, and ensures observers do not observe an official from their own state association.

46. Same Team in Back to Back Assignments means a violation will occur if an official sees the same team in consecutive assignments. This rule is often used for playoff schedules within a Competition or in professional leagues.

47. Tournament Available ensures an official has committed to the relevant Availability Window within the Tournament Reservation System in order to be assigned. This rule is usually used within tournament competitions.

48. The Assistant Referee match role now has seven global assigning rules associated with it that will apply across all Competitions and Schedules. Override permissions are listed. Click the Edit icon next to a rule to adjust or delete it.

49. Let's see where these rules are displayed within a Competition.

Click Competitions

50. Click the magnifying glass next to a Competition.

51. Click Schedule Resources

52. Scroll to the bottom of the page to see the global assigning rules applied to all Schedules of the Competition.

The display defaults to a control break by Assigning Rule, but you can change the display using the interactive menu.

53. The match roles that use each rule and the override permissions settings are also displayed here.
